Greg Kurtz has more than 10 years’ experience providing zoning and inspection services to municipalities across the state of Pennsylvania. Mr. Kurtz started his career with a multi-discipline engineering firm in 2014 and worked his way to becoming an operations manager for the firm in the Lehigh Valley Region. He also spent two years overseeing and shaping the building code department in a local municipality located in Schuylkill County. Mr. Kurtz was always passionate about the construction industry and saw the need for a quality option in the municipal code enforcement field. His goal in founding this company is to provide a personal service experience that can’t be matched.

Rick Harmon, MPC, BCO

Co-Founder, Vice President

Rick’s experience as building code department head of a large multi-discipline engineering firm servicing 130 municipalities provided the opportunity to learn and develop procedures proven to be successful for large and small municipal clients. His collaboration with engineers, architects, surveyors, contractors, clients, and up to 80 code professionals under his management provided the teamwork attitude that he brings to the Advanced Code Consultants team. His strong construction and project management background helped promote growth and team performance with skilled leadership of day-to-day operations. He is forward-thinking and highly responsive to emerging trends affecting departmental and local municipal operations and goals. His proactive approach to management and superior service to clients focuses on excellent time management and communication skills. Rick offers 20 years of combined hands-on management experience in the building code industry from single-family to large-scale commercial projects in five states. As a United States Air Force Sergeant veteran, Rick understands the commitment of service to his clients and team that depend on his leadership. Due to his experience, he values employee retention as it is essential to provide continuity to the clients we serve.

John Decusatis, BCO, SEO

Co-Founder, Director of Municipal Services

After graduating from East Stroudsburg University with a Bachelor of

Science degree in Environmental Studies, John began his career in the early

2000's with civil engineering companies specializing in land surveying, land

development and permitting in the Poconos and suburban Philadelphia

areas.

As a certified PA Sewage Enforcement Officer and ACOE Wetland

Delineator, John started his own successful environmental consulting

company, providing critical communication between the private sector and

municipal and state permitting authorities, obtaining many on-lot sewage

permits for area builders and real estate agents, and providing wetland

delineations and commercial stormwater testing.

 

He transitioned to a position with Stroud Township, Monroe County, as

Planning Administrator/Commercial Zoning Officer, where he worked with

business owners to coordinate requirements for opening a business and

land development and served as the Alternate Sewage Enforcement Officer.

 

After years of zoning and building code official (BCO) experience in

municipalities, John developed a Pocono regional office for a large multi

discipline engineering company and was named the Municipal Code

Services Manager. In this role, John was responsible for mentoring code

department associates, creating SOPs, leading projects, and maintaining

relationships with municipal staff and leadership.

 

John decided to focus on building codes and construction/development,

along with sewage/septic planning, and joined Advanced Code Consultants

in 2024.

Lori Harmon, BCO

Director of Project Management 

Lori Harmon has been working in Code Services for 11 years. She is

experienced in Zoning, Property Maintenance, Floodplain Management and

a Certified Building Code Official.

​

Ms. Harmons experience with zoning includes administration, enforcement

and interpretation of Zoning Regulations and other applicable local, state

and federal regulations. Reviews applications for Compliance, investigation

of complaints and review and enforce Zoning Ordinance through Notices of

Violations, citations or preferred voluntary compliance. Experienced in

assisting applicants in processing the necessary permits for their

construction project, change of use, and other projects.

​

She is a dedicated Certified Floodplain Manager with extensive experience

including residential and nonresidential permitting process and review for

construction projects located in the environmentally sensitive areas along

the riverine and stream floodplains. She is committed to leveraging

expertise in hazard mitigation to protect communities and minimize flood

impacts. Collaborates with FEMA, PEMA and DEP to obtain regulatory

compliance. Other areas of expertise include GIS Mapping research,

performing substantial damage/substantial improvement calculations,

review elevation certificates, technical writing for reviews and violation

notices, and hazard mitigation solutions for protecting existing structures

from future flood damage.

Property Maintenance – Experienced skilled inspector to check and confirm

compliance with health, safety and property maintenance codes, prepares

notices of violations as needed. Use effective interpersonal techniques to

interact with the public. Trained new employees in PM inspections, NOV

writing and Court Appearances.
